Case Study: First Creating a Common Ground, then Implementation

Assignment
For the urban restructuring project Belvédère in Maastricht a consortium (consisting of ING-Real Estate, Foundation Company Pension Funds for the Building and Construction Trade and the council of Maastricht) required an economic effects report.

Approach and Results
The first thing Rob Frederix did after receiving the assignment was to form a steering committee of twelve members, in order to create right from the start a common ground for the opposing parties. Theo Bovens, alderman for Economic Affairs, took over the chairmanship. Frederix Management Consultancy BV then drew up a starter memo with points of departure for the survey that had been identified by the board. Subsequently, Rob Frederix found a suitable agency to carry out the survey within the given budget and time constraints. During the entire process he acted as contact and co-ordinator for both realisation team and board. To round off the project, the results of the survey were presented to a commission of the town council and, in the form of a press conference, to a wider public. The economic effects report was used as an essential component in the drawing up of the Belvédère Masterplan.
